New Engine: Nicarao Chess v0.3.1

Hello CCRL!

I am excited to announce my chess engine, I have been working on it for 2 months, I have learned a lot and I still have a lot to learn too.

Its name is Nicarao Chess, It uses the UCI protocol. Although not all the commands are available but it can already be used for tournaments.

This is the first version that I have available to the public to test, some bugs can be found.

I'm still learning things about chess engine development, so I'm open to suggestions.

I don't know, I've only tested it in lichess and it's rated 2100-2200 in blitz.

If you want to participate in my Amateur Series, your engine would need to be capable of being competitive with the Division 9 engines:

Prophet 4.2 64-bit
Anka 0.6.3 64-bit
Waxman 2020 (relegated)
Popochin 4.3 64-bit
Barbarossa 0.6.0 64-bit
SoFCheck 0.9.1 beta 64-bit
Queen 4.05 64-bit
Cinnamon 2.5 64-bit
Fornax 3 64-bit

If it can play with 2+1 time control (Fischer clock) I will test it sooner or later.
