I would like to suggest Embla for inclusion in the CCRL.
What is the procedure for this?

I am sure that if Embla hasn't been tested for the 40/4 list yet, then it shouldn't be far away.
At present, for the 40/40 list, it only makes sense for us to test engines that are not weaker than the lowest rated engine in that list.
If (or once) Embla falls into that category, we'd be very happy to test it.

Lowest I saw is 1746. I think embla is below that.

Currently version 0.9.5 is at 1970 elo at fics.
Last version tested on CCRL is 0.9.3. Looking forward to a test of the newer version!
