The author claims playing strength of 2100 for that commercial program
but I know no objective organization that tested this program to give more accurate rating.

You can download it for 15 days of trial and after it you can buy it in case that you are interested in it.

I am not sure if the key is needed only for the interface or also for running the engine as uci engine.

I can confirm that it can run as uci engine
The default option use book but when I replace SmallBook.dat by an empty file it does not use book and I think that it is even more simpler to remove smallbook.dat(my first try was to delete both SmallBookH.dat so it did not work)

Looks interesting, but I don't see any special reason to pay for it given the engine market. I'll give it a try anyway.
